and sharing of information at the enterprise level, and increase
the cost of supporting different IT applications that perform
the same functions.

a Comprehensive Strategic Information Resource Plan |
LABBLEE Corporation has worked with government and commercial
organizations to develop enterprise-level IT strategic plans.
Our approach is to apply a structured but flexible methodology
to assess the current “as-is” business and IT
environment, and to develop a single future “to-be”
business vision and supporting IT strategy.
This requires that we create an environment where all organization
stakeholders, including internal IT personnel, external IT
customers, and key subject matter experts, can interact in
a collaborative manner. The result of this collaborative process
is the creation of a documented strategic information resource
plan, aligning long-term organizational goals with realistic
user expectations.
LABBLEE's approach also provides a framework for implementing
the integrated information resource plan incrementally, while
the evolving the existing IT environment to a portfolio management
(PfM) approach.

| Vision
of the Future |
LABBLEE Corporation developed a strategic information resource
plan for a major Federal Government organization. LABBLEE
performed an initial assessment of the existing business processes
and supporting IT applications and infrastructure. The assessment
methodology utilized one-on-one interviews with key organizational
stakeholders and subject matter experts, and facilitated sessions
with selected teams.
With the existing business and IT baseline defined, LABBLEE
worked with key functional and technology stakeholders and
experts to develop an integrated enterprise-level vision of
the future business state. In addition, the IT and process
enablers, required to successfully reach that future state,
were defined in these collaborative sessions.
LABBLEE did specific assessments of current and future information
technology trends to assure that the recommended IT solution
was both realistic and achievable within the organization
and its parent government agency.
A key part of the strategic plan was to implement the recommendations
and the overall vision. Because of the significant size and
overall functional scope of the organization and its user
base, the implementation plan required an incremental and
holistic approach to evolve the legacy systems and acquire
new capabilities.
The plan assumed that business requirements would change
over time, and that the strategic plan would need to be periodically
updated and refined. As such, the project succeeded because
its approach was built on a dynamic strategic plan, responsive
to customer requirements and priorities.
